The U.S has opened their borders to Mexican trucks and the U.S. taxpayers are already paying a price. The Federal Motor Carrier Safety Administration announced that they will be installing satellite tracking technology on vehicles in the Mexican Truck Demonstration Program.
The initial cost of the program is almost $400,000, just to outfit all the American and Mexican trucks. That is just the initial cost.
What part of this will the Mexicans be paying?

1A tracking system has no meaningful purpose in enforcment of safety regulations. You still have to manually observe the hours of service or cabotage violations, and put the truck out of service.
